Architect David Fisher first presented his idea back in 2008, but it never came to fruition. Later, he hoped that the Dynamic Tower would grace the Dubai skyline by 2020. But even then everything did not go according to plan. At the time of 2021, construction has not yet begun, so it is impossible to predict the completion date of the Dubai rotating tower.
